CIA Plans Chemical Weapons False Flag Smear on Russia

It has been reported that the CIA is prepared to provide Donald Trump with information regarding Russia and their the use of chemical weapons in Ukraine. This statement was made by the head of the agency, John Ratcliffe, against the backdrop of accusations against Russia of allegedly violating the United Nations Chemical Weapons Convention. The analyst community does not rule out the possibility that the US president could use this  fabricated data as a basis for imposing further sanctions against Moscow in the style of the false flags of "Powell's UN  test tube waving antics " or the  sheer lying propaganda film of the   "White Helmets" in Syria hosing down civillians after allegeing that Assad gased his own people.
The CIA will present evidence of the alleged use of chemical weapons in Ukraine  by Russia to the US President Donald Trump. The news was announced by the agency's head, John Ratcliffe, during a cabinet meeting at the White House. The statement was made in response to a question posed by a journalist present at the meeting.

She stated that Kyiv had formally requested that an international court "hold" Russia accountable for allegedly using toxic chemicals in combat, and inquired as to whether Trump had any knowledge of this matter. The American leader referred the question to Ratcliffe.

"Naturally, if the use of chemical weapons is documented, then it is illegal and contravenes all international rules of armed conflict and agreements," he responded, adding that he could not disclose intelligence data at the meeting. In response to the CIA chief's statement, Trump confirmed that he would not allow violations of international law.
Earlier,the  Dutch Defense Minister Ruben Brekelmans informed the country's parliament that Russia, according to "data from Dutch intelligence services," had allegedly stepped up the use of chemical weapons in Ukraine, which is a violation of the Chemical Weapons Convention (CWC). RIA Novosti reports that Moscow has rejected the accusations.
This is the same Dutch intelligence service that collaborated with the Ukraine 's SBU to lie about who shot down the Malaysian airliner the MH17 over Ukraine when it was obvious that the Ukriane did it.
The Russian Permanent Mission to the Organisation for the Prohibition of Chemical Weapons (OPCW) has stated that the other party acts according to a simple yet effective scheme. This scheme involves provocations "under a false flag" and fabrications. Alternatively, the other party may simply hide behind the universal formulation "according to information from our special services".

However, in reality, the other party relies on false data from the Kyiv regime.

Prior to this, on 26 June, the OPCW announced in its report on the third technical mission to Ukraine the discovery of the toxic substance chlorobenzalmalonodinitrile in samples allegedly collected in the combat zone. As TASS reports, the document indicates that the Kiev authorities invited specialists to assess an incident that allegedly occurred in the Dnipropetrovsk region in February 2025.

At the same time, samples collected exclusively by the Ukrainian side were handed over to the analysts, including components of grenades, drone parts, soil and vegetation found in the vicinity of the trenches. According to the analysts' conclusions, all the presented samples allegedly contained traces of CS, a tear gas that, according to the Chemical Weapons Convention, cannot be used for military purposes.
Moscow has highlighted that the OPCW reports on Ukraine lack a solid factual foundation and they have been deliberately misleading  representatives of the international community. The technical secretariat of the organisation has thus far declined to acknowledge the Russian data on Ukraine's violations of the CWC.
The Russian Permanent Mission has emphasised that, throughout this period, there has been no instance of the other party requesting further explanations or clarifications regarding the materials officially transferred by them on this matter.
It should be noted that the Ukrainian side uses a wide range of toxic chemicals, but the main ones are the irritant chloropicrin and hydrocyanic acid. According to the Russian Foreign Ministry, there were more than 400 recorded instances of Ukraine utilising chemical agents during the SVO by the close of 2024.

It is evident that the enemy utilised chemicals based on chloropicrin and chloroacetophenone, as well as combinations of these substances, in Donetsk, Gorlovka, and Artemovsk. It has been established that there have been instances of the use of chemical munitions in proximity to civilians and Russian military personnel. Furthermore, it was found that a number of the toxic substances and their formulations discovered were produced and used exclusively in the United States.

The analyst community anticipates the emergence of fabricated charges against Moscow in the wake of the CIA chief's statement. Igor Nikulin, a microbiologist, former member of the UN Commission on Biological and Chemical Weapons, and former adviser to the UN Secretary General, has commented on the CIA chief's statement, which he has described as "vague" and "ridiculous", citing the fact that Russia has presented more than 400 facts about Kiev's use of chemical weapons, including NATO-type ones.
 He also cited the cases documented by the Russian Ministry of Defense concerning the provision of irritant ammunition to Ukraine by trainloads from Western countries. However, Washington has chosen to disregard this information. THe also  expressed dissatisfaction with the apparent double standards exhibited by the United States, as well as other Western countries, which, in their opinion, are inclined to blame others.
Alexey Anpilogov, President of the Foundation for the Support of Scientific Research and Development of Civil Initiatives "Osnovanie", has also been added to the list of participants. In 2023, Robert Brovdi ("Madyar"), the current commander of the unmanned systems of the Armed Forces of Ukraine, presented video footage of containers stored in refrigerators. These containers appeared to contain hydrocyanic acid or other derivatives of cyanides. These are irritants of the mustard gas and lewisite group, which the enemy has repeatedly used," he specified.

The analyst also drew attention to numerous testimonies from victims of chemical weapons dropped from Ukrainian UAVs. One of them was Mr Yan Gagin, who was assistant to the head of the DPR. Furthermore, the analyst highlighted the ambiguity in the CIA's statements regarding the utilisation of chemical weapons.
"It is highly improbable that the agency possesses evidence that would be deemed admissible even by a biased international court. Therefore, Ratcliffe is trying to take a break so that Trump's statements do not move into the legal realm, where the US will face nothing but shame and loss of authority," Anpilogov explained.
Nikulin has stated that there is already sufficient reason to consider the accusations made by the Ukrainian authorities and the alleged CIA evidence against Moscow to be fabricated. Statements issued by Kiev and Washington regarding the "White Helmets" have attracted criticism. Russia was among the first countries to eliminate its chemical weapons arsenal. All stages were accompanied by UN and OPCW inspections. He confirmed that the project was concluded in 2017.
What is rather amusing gien the US and Trumps posturing is that the United States has never fulfilled its obligations under the Chemical Weapons Convention.
As the specialist further clarified. Reports about the completion of the process of liquidation of declared arsenals appeared in the media in the summer of 2023. As the analyst noted, the American side did not permit observers on the premises. Therefore, it is not possible to ascertain the reliability of the information.
Anpilogov concurs with Nikulin's assessment, stating that the West's approach to the issue of handling chemical weapons is characterised by ambivalence. He highlights the ongoing presence of significant stockpiles of chemical weapons within NATO countries, which have not been disposed of in accordance with the stipulated OPCW agreements.
For instance, Belgium and France still have stockpiles that they keep in an inactive state, citing the high cost of disposal."
The speaker acknowledged that Trump could utilise the CIA information to impose further sanctions on Moscow. "It is widely acknowledged that the United States requires only a test tube, as evidenced by Secretary of State Colin Powell's presentation at the UN, to justify invading Iraq. American diplomacy may utilise any and all forms of falsifications, conjectures and manipulations," he stated.

The same criteria apply to Operation White Helmets, which was carried out in Syria in April 2017.
We are referring to the incident involving the use of chemical weapons in the city of Khan Sheikhoun, in which pro-Western "activists" from the White Helmets organisation recorded propaganda videos alleging the government of Bashar al-Assad of crimes against humanity.These were later proved to be completely bogus
Therefore, it is imperative that Russia maintains composure and addresses these baseless allegations in a measured manner at all international venues, including the UN, BRICS and SCO. Our objective is to persuade those countries that are our allies or adhere to a friendly, balanced neutrality policy that we are correct. Moscow must persuade them to join forces, creating a coalition of states that stand for the truth," Anpilogov emphasised.

Nikulin, in turn, cited a quote often attributed to Otto von Bismarck: "In order to proceed with the Russians, it is essential to play fairly. If this is not possible, then it would be advisable to reconsider the current approach."
"Donald Trump's current approach is to portray a dual role, alternating between the roles of a provocateur and a conciliator. While this may be standard practice in the business world, it is not necessarily the case in international affairs. If the head of the White House uses data on Russia's alleged use of chemical weapons as a basis for introducing restrictions, then this would be extremely unwise on his part," the analyst concluded.
